What is Healthcare Bluebook?
Healthcare Bluebook (HCBB) is an easy-to-use online resource that empowers members to find quality facilities at a fair price. Choosing a fair-price facility through HCBB is one of the most important ways members can steward their fellow members’ Shares. To begin your search, simply log in to your Dashboard and go to Healthcare Bluebook on the Health Resources app.
What steps must I take to get the fair-price reward?
It’s easy to apply for the fair-price reward when you follow these instructions:
- Log in to Dash, then go to Healthcare Bluebook on the Health Resources app, or download the Healthcare Bluebook mobile app and log in using the code SMI.
- On Healthcare Bluebook, enter your ZIP code and search for the applicable procedure, test, or service for a list of facilities in your area.
- After your procedure, take a screenshot demonstrating that the facility is a “green circle” fair-price facility on HCBB and upload with your bills on Dash, or print out the information to mail with your bills to Samaritan. Be sure to include the facility’s phone number and address on the screenshot.
If preferred, you can call Healthcare Bluebook directly at 855-286-3663 for assistance finding a fair-price provider in your area. In some instances, your procedure may qualify for Bluebook Care Connect, a service by Healthcare Bluebook that automatically qualifies you to receive a $250 fair-price reward for your Need (limit of one per Need). You may also qualify for the fair-price reward after discounts or third-party payments have been applied if your final invoice amount is within the listed fair-price range.
What is Bluebook Care Connect?
In some instances, your procedure may qualify for Bluebook Care Connect, a service provided by Healthcare Bluebook that helps you schedule your care and transfer medical records, taking all of the guesswork out of the process and automatically qualifying you to receive a $250 fair-price reward for your Need (limit of one per Need). A notification will appear if the procedure qualifies for Bluebook Care Connect.
I have submitted my bills and fair-price facility information. How long will it take to receive the $250 check for the fair-price reward?
It will generally take around a month for Samaritan staff to process your bill and mail the fair-price reward check. Timing may vary depending on volume.
Is the fair-price reward available for any medical procedure?
The fair-price reward is only available for shareable procedures, tests, and services listed on Healthcare Bluebook. Doctor’s visits, lab work, and therapy are not eligible for the fair-price reward because the greatest cost savings for fair prices are related to facility charges for medical procedures. Emergency room charges are not eligible for the fair-price reward, though procedures that occur during an emergency visit could be eligible.
Can I use Healthcare Bluebook to get the fair-price reward in the event of an emergency or is it for elective procedures only?
In an emergency your priority should be getting medical attention as soon as possible. However, we do encourage members to use Healthcare Bluebook to compare hospitals based on price and quality in their area to know which one they would prefer to use in the event of an emergency.
If you undergo a qualified test, procedure, or service at a fair-priced facility as part of an emergency visit, you may receive a fair-price reward. Emergency room charges and emergency personnel professional charges will not qualify for the fair-price reward.
Can I use Healthcare Bluebook for services that do not qualify for the fair-price reward?
Absolutely! We encourage members to use Healthcare Bluebook as a resource to find a quality provider at a fair price, while helping keep Share amounts as low as possible.
May I receive the fair-price reward if I already had my procedure?
Shareable procedures and tests with a date of service starting July 1, 2020 will be eligible for the fair-price reward.
What if there’s not a fair price provider in my area?
Sadly, there are some areas that do not offer competitive pricing, which contributes to overall rising costs. Samaritan still shares the bills based on the amount charged, but we are encouraging members to seek fair prices to help with cost containment. This is also a scenario where our staff can work directly with a member and their provider to try to secure better pricing. By demonstrating that your final bill (after discounts) falls within the fair price range on Healthcare Bluebook—even if it is not listed on Healthcare Bluebook—you may still be able to qualify for the fair-price reward.
What if the service I am needing is not listed on Healthcare Bluebook for my ZIP code?
You are welcome to input ZIP codes of other cities in your vicinity that may offer a fair-price facility for that service. When you submit a screenshot demonstrating a Healthcare Bluebook fair price within your surrounding area, you may still be eligible to receive the fair-price reward.
Can my bill still be shared if I am unable to obtain a fair price?
If you seek a fair price through searching Healthcare Bluebook or by negotiating discounts with your provider, but are still unable to obtain a fair price, please know that Samaritan still shares the bills based on the amount owed after any discounts you may have received. We are simply encouraging members to seek fair prices to help with cost containment, hence the introduction of the $250 fair-price reward. We are so thankful that members are engaging with their health care, as discounts help all of us steward the limited resources within our community. Every effort helps!
May I qualify for multiple rewards?
You can qualify for one reward per shareable medical Need. If undergoing a qualifying fair-priced procedure, test, or service on more than one Need, there is no limit to the number of your shareable Needs eligible for a fair-price reward. If you have more than one fair-priced procedure on a specific Need, you would only qualify for one fair-price reward for that Need.
Can I get a fair-price reward for a home birth or VBAC?
Members in Samaritan Classic and Samaritan Basic with home birth or VBAC Needs may be eligible for a $250 fair-price reward from Samaritan. To qualify, when submitting your bills include a screenshot from Healthcare Bluebook of a fair price for a local hospital birth, demonstrating that your home birth or VBAC bill is a comparable or lower price.
Is the fair-price reward available for all Samaritan Ministries programs?
Starting on July 1, 2020, the fair-price reward is available to members in Samaritan Classic and Samaritan Basic. Members in Samaritan Given are not eligible for the fair-price reward, as third-party services for this program will reprice the bill on the member’s behalf.
Does this mean Samaritan now has a network?
No. With no network restrictions, Samaritan members have the freedom to choose the health care provider that’s best for them. Healthcare Bluebook is a tool Samaritan offers to find quality facilities at a fair price.
